At what age do people acquire ability to make good decisions

I have been observing this for quite sometime

One of my friends a tall girl told me there is one guy who she feels she is attracted to but she has a problem with his hight. 

I am 34yrs old my dad passed away when l was 8yrs l had an accident which broke my arm two yrs ago one night when I was nursing the injury l dream of my father who visited me he stared at my arm as l was in bed he didn't say anything to me but walk out of the room.

Everytime l enter the house and leave my shoes on the door step my puppy takes one of them and hide it in the grass where she relaxes and doesn't return when she is back

i weigh 75 kgs i want to take two balls to a certain football pitch,i have to cross a river to be there with the two balls with me.the bridge i have to use only suport 80 kgs N/B Each ball weigh 5kgs.
